MEMORIAL Deutschland e.V. is the German branch of MEMORIAL International, an international non-governmental organisation active in the field of human rights and comprising numerous national and regional organisations in several countries (Russia, Ukraine, Germany, Italy, France, Czech Republic). The organisation was founded as a civil rights movement during the Perestroika period in the former Soviet Union to deal with the effects of the tyranny of Stalinism and to work on commemoration of the victims.

The association MEMORIAL was founded in Berlin in 1993, initially as a support organisation for MEMORIAL/St. Petersburg. In 2001 the association was renamed MEMORIAL Deutschland e.V. due to its extended range of tasks.
