Vladimir Tsemakh was the head of the DPR air defense in the area of Snezhnoye city at the time when Boeing MH17 was shot down there.
Former Verkhovna Rada deputy Mustafa Nayem wrote with reference to his sources that the Russian-Ukrainian exchange of prisoners was delayed precisely because of Moscow’s demand to transfer Vladimir Tzemakh. The same version was put forward by the investigative magazine The Insider. Fred Westerbeck, chief prosecutor of the Netherlands, asked Ukraine not to turn over Tsemakh to Russia.
